Abstract [sv]

Under de senaste decennierna har managamentidéerna som sammanfattas i New Public Management, fått ett allt starkare fäste inom den offentliga sektorn. Detta har möjliggjort skapandet av hybridorganisationer. Hybridorgansationer är, i denna uppsats, definierat som organisationer som befinner sig i spektret mellan offentlig och privat sektor. Detta spektrum är  i  denna  uppsats  benämnt  som  offentlighetsgraden.  Organisationer  med  en  högre offentlighetsgrad  kännetecknas  av  egenskaper  som  oftast  associeras  till  den  offentliga sektorn  medan  organisationer  med  en  lägre  offentlighetsgrad  främst  kännetecknas  av egenskaper  från  den  privata  sektorn.  Utifrån  teorin  har  interna  och  externa  faktorer identifierats och använts för att klassificera en hybridorganisations offentlighetsgrad. New Public Management tillät organisationer inom den offentliga sektorn att decentralisera de byråkratiska    och    hierarkiska    strukturerna,    vilket    möjliggjorde    utvecklandet    av entreprenörskap inom denna sektor.

Uppsatsens syfte är att förklara hur hybridorganisationens offentlighetsgrad påverkar dess entreprenörskap. Detta har applicerats på svenska kommunala bolag, vilka kan definieras som hybridorganisationer. Detta anser vi vara intressant då vi, i tidigare forskning, inte kunde  finna  att  hänsyn  tagits  till  hur  graden  av  offentlighet  påverkar  organisationens entreprenörskap.  För  att  kunna  undersöka  sambandet  mellan  offentlighetsgraden  och entreprenörskap   har   vi   utgått   från   en   positivistisk   forskningsfilosofi,   en   deduktiv forskningsansats, en förklarande forskningsstrategi samt ett kvantitativt metodval. Utifrån teorin formulerades sedan hypoteser.

Vår  empiriska  undersökning  grundades  på  ett  enkätutskick  till  763  kommunala  bolag. Denna  enkät  genererade  236  svar  och  utifrån  dessa  kunde  våra  hypoteser  prövas.  De slutsatser  som  vi  har  kunnat  dra  från  analyser  av  det  insamlade  materialet  är  att offentlighetsgraden  har  inverkan  på  entreprenörskap  och  att  vissa  av  de  presenterade interna/externa faktorerna har påverkan på bestämmandet av offentlighetsgraden. Ju högre offentlighetsgrad ett kommunalt bolag har desto mindre entreprenöriellt är det.

Abstract [en]

The management ideas, summarized under the name New Public Management, have, during the last decades, attached itself in the management of the public sector. This has enabled the creation of hybrid organizations. Hybrid organizations are, in this paper, defined as organizations that exist in the spectrum between public and private organizations. This spectrum is here defined as the "degree of publicness" in hybrid organizations. Organizations with a higher degree of publicness are characterized by traits that are often associated with the public sector, while organizations with a lower degree of publicness are characterized by traits essentially associated with the private sector. Based on existing theory, internal and external factors were identified and used in the classification of a hybrid organization’s degree of publicness. The New Public Management allowed organizations in the public sector to decentralize the bureaucratic and hierarchical structures, which fostered the development of entrepreneurship within this sector.

The aim of this paper is to explain how the degree of publicness in a hybrid organization affects its entrepreneurship. This has been examined in Swedish municipal companies, which can be defined as hybrid organizations. We consider this to be interesting since we, in existing research, could not find that any consideration to how the degree of publicness affects the organization’s entrepreneurship had been taken. In order to examine the relationship between the degree of publicness and entrepreneurship we have used a positivist research philosophy, a deductive research approach, an explanatory research strategy and quantitative method. Based on the theory, hypotheses were formulated.

Our empirical study is based on a survey which was sent out to 736 municipal companies. The survey generated 236 responses and proceeded from these answers our hypotheses were tested. The conclusions that we have been able to draw from our analysis of the collected material is that the degree of publicness has an impact on entrepreneurship and that some of the presented internal/external factors have influence on the determination of the degree of publicness. A higher degree of publicness, in a municipal company, leads to a less entrepreneurial organization.
